Triggers the cleanup reconciler by adding a CleanupCompletedAck condition
(with status False) to the AppOrchestration CR. The cleanup reconciler
uninstalls all Helios services and removes leftover resources (PVCs,
ConfigMaps, Secrets) in their namespaces.
