Refresh the API key for the Primary Cluster.

Privileges: FORTKNOX_ONPREM_VAULTING

Refresh the API key for the Primary Cluster specified by the id. It will extend expiry time and rotate the key for an expiring API key, or create a new API key if the original key is deleted or the owner of the key no longer exists.
